Four years on: As attacks intensify and winter bites, Australians urged to stand with Ukraine

Australia for UNHCR is urging sustained support for Ukraine as the country marks a grim milestone – four years since Russia’s full- scale invasion.

“The people of Ukraine are enduring relentless attacks, ongoing displacement and the harshest winter of the war,” said Australia for UNHCR Acting CEO, Catherine Harding.

“Australians showed extraordinary solidarity when the full-scale war began,” said Ms Harding. “Four years on, the war is still raging, the suffering is deepening and millions of people still need our support.”

Despite diplomatic efforts, attacks intensified throughout 2025, making it the deadliest year for civilians since 2022. Strikes on residential areas and critical infrastructure continue far from the frontlines, and no part of Ukraine is safe.

Nearly 10 million Ukrainians remain forcibly displaced, including 3.7 million inside the country and 5.9 million living as refugees. Every day, more families are evacuated or forcibly displaced from frontline areas.

Persistent attacks on energy infrastructure have left millions without electricity or water for extended periods in temperatures well below minus 20 degrees Celsius. At times, up to 15 million people have been without power or heating.

“Amid relentless attacks, the brutal winter has added another layer of hardship for Ukrainians,” said Ms Harding. “Millions have endured days without electricity, heating or water in sub-zero temperatures.”

“For families already displaced or living in damaged homes, these blackouts can be life-threatening. Australians can help ensure they have the aid they need to survive and rebuild,” said Ms Harding.

Inside Ukraine, UNHCR is providing emergency shelter materials, cash assistance, and mental health counselling, as well as winter supplies such as heaters and insulation.

More than 10.8 million people inside Ukraine require humanitarian assistance. Around 2.5 million homes have been destroyed, and vast areas of the country are contaminated with explosive remnants of war.

Globally, humanitarian funding is under severe pressure. In 2025, UNHCR’s operation in Ukraine was only partially funded, forcing reductions in services despite the need.

“As this war enters its fifth year, Australians can help ensure families are not left without shelter, warmth or hope," said Ms Harding. “Even the smallest donation will make a difference.”
